Program Management
WRSystems provides comprehensive program management and engineering support for the Relocatable Radar-Over-the-Horizon (ROTHR) Program Office.
WRSystems provides engineering and project management support to the Navy's Relocatable Over-the-Horizon Radar (ROTHR) program, one of the most powerful and effective tools now available to U.S. agencies involved in counter-drug operations and homeland security. WRSystems' support to the ROTHR Program Office (RPO) is two-pronged: WRSystems not only provides superior engineering and information technology (IT) services, the company also provides the project management and financial analysis support necessary to keep this mission-critical program operational and cost-effective.
As the RPO's Systems Engineering and Technical Assistance (SETA) contractor, WRSystems provides key personnel such as financial analysts and program mangers for ROTHR programmatic functions that include budgeting, developing cost projections and estimates, trend analysis, management of financial resources, and the evaluation of acquisition recommendations. The RPO executes a $50M/yr operating budget and has management oversight for $400M of U.S. capital equipment.
The ROTHR Program Manager (PM) develops major milestones in parallel with budget estimates, and as tasks are performed, compiles budget and milestone data to validate the actual expenditure rates versus schedule milestones and budget estimates. The PM also participates in program reviews to ensure RPO task performance is monitored. The PM oversees direct and indirect cost control, indirect rate trends, cost cutting measures, revenue projections, profitability, analyses of costs incurred, and completion estimates, and reviews the financial status of the ROTHR program to predict and prevent contract cost under-runs and overruns.
The PM also provides monthly progress reports to the RPO that include trend analysis charts and narrative descriptions that enable the COR to independently assess WRSystems' financial performance, remain cognizant of anticipated budget under-runs or overruns, and be fully informed of any required or proposed recovery plans. As contract costs approach the required notification thresholds, the PM works with the financial officers for contractors and subcontractors to closely monitor cost trends and ensure timely notification to the RPO.
WRSystems staff has served the RPO in various capacities, including providing personnel to act as the Government's Deputy ROTHR PM and ROTHR PM, positions that each required heavy involvement in the development and submission of Planning, Programming, and Budgeting System (PPBS) budgetary documents. WRSystems prepares all documents and exhibits required for ROTHR program budget submissions and justification to Pentagon officials, and WRSystems personnel are accustomed to interfacing with senior military and legislative personnel. They are routinely called upon to provide presentations on the ROTHR program's financial status and operational readiness to high-level Department of Defense (DoD) policy makers.

Administrative Support
WRSystems provides skilled, IT/Professional Services personnel including on-site computer programming and administrative support services related to personnel security, information security, and physical security and ensure efficient daily operations. WRSystems' highly qualified, cleared personnel can provide support security functions; database development and tracking; maintenance and analysis of spreadsheets and databases; preparation of administrative, financial, technical and statistical information; and development of computer-generated record checks and reports.
WRSystems , provides administrative and programmatic services to the Space and Naval Warfare Systems Center, Charleston (work performed in Norfolk, Va.) for navigation systems and equipment installed on board U.S. Navy and U.S.-supported foreign military ships. The customer base includes the U.S. Navy, Coast Guard, and Air Force.
