				<content:encoded><![CDATA[<p>WR is honoured to announce that its Emsys Emissions Monitoring System was successful in winning the ‘Clean Shipping’ category at the 25th Anniversary Seatrade Awards held on Friday, 10 May 2013, at the Guildhall in London.</p>
<p>A delighted Dave Edwards, President of WR, accepted the award on behalf of the company. </p>
<p>Edwards stated, ‘We are truly humbled to have won this award at such an important event. With the current focus on Clean Shipping, it’s a testament to the team of professionals at WR who have developed and deployed this truly innovative technology that will benefit the shipping industry going forward. Our mission with Emsys was simple: to change the game. Identifying the specific requirements of the industry, and then meeting these exacting needs in terms of technology, service, price point and lifecycle costs, was our intention. To have been recognised in the International shipping community lets me know we are succeeding in our mission.’</p>
<p>‘Our strategy has always been to make our customers successful, whether it’s shipyards, shipowners or partner companies such as scrubber manufacturers,’ Edwards continued. ‘Emsys has set new standards regarding monitoring of emissions, and we have deployed the system in traditionally difficult applications such as Scrubbing technology. One of our “informed” customers contacted us last week and told us that Emsys was ‘”Without Equal”; this lets us know we are on the right path. WR has also achieved major successes in new-build contracts for Emsys over the past 12 months, securing multi-ship contracts at shipyards in Korea, China and Japan. This, combined with many successful offshore air permit installations, allows Emsys to support the global shipping industry in meeting the many challenges associated with “Clean Shipping”’.</p>

				<content:encoded><![CDATA[<p>Recently the Commercial Maritime Technologies team from WR converged on the Connecticut Maritime Association (CMA) conference and exhibition in Stamford, CT. Art Thomas Sr. from our Jacksonville Maritime Technologies Center led the team comprised of Mike Kellner, our radio and communications expert, and Simon Brown, our ship’s emissions and marine engine expert. Of course I was grateful they let me tag along and watch the show. And boy was it a show! Simon gave two presentations, one as a part of a WR-sponsored Emsys (emissions monitoring system) breakout session and one as a part of an esteemed panel discussing the latest trends in ECO-Ships. Simon chaired the group of technical experts who wrote the latest version of the NOx Technical Code at the International Maritime Organization (IMO). Art, no stranger to the US shipbuilding community, was living it up in familiar territory, solving fleet marine electronic issues as fast as folks could throw them at him.  Whether it was a complete turn-key solution as a single-source integrator or providing a custom bridge-navigation suite for a fleet, Art was clearly in his element and making customers happy. Mike is a member for the Radio Technical Commission for Maritime Services (RTCM), and worked his magic by playing a pivotal role as our source for maritime communication standards and knowing what’s around the corner. It was amazing watching this team, amply augmented by several of our partners such as Peter Gianopulos of American Ship Repair (ASR) who seems to know everyone! Our next visit is coming up for the Captains and Vessel Owners Dinner, Off Shore Technology Conference in Houston, followed by the Sea Trade Awards in London. We’ll also be exhibiting at NORSHIPPING, KORMARINE, EUROPORT, and of course the International Work Boat Show in good ole New Orleans.  I hope you will come visit us and, as always, if there is anything we can do to support you or your requirements please just let us know. </p>

<p>The Seatrade Awards are considered the most prestigious awards in the Global Commercial Shipping industry. Held annually in London, they acknowledge the ‘best of breed’ in categories such as Safety at Sea, Investment in People, Innovation in Ship Operations and Clean Shipping. The judging panel is chaired by Mr. Koji Sekimizu, Secretary General of the IMO, who is joined on the panel by Chairmen and Presidents of industry trade organisations such as BIMCO, INTERTANKO, INTERCARGO, IACS, ICS, OCIMF, ECC and HELMEPA.</p>
<p>The Award Ceremony is held in magnificent surroundings at the London Guildhall; winners are announced by the Guest of Honour and recipients receive a fanfare reception whilst making their way to the stage to accept the handmade trophy. 				<content:encoded><![CDATA[<p>Calibration gas is an expensive consumable item and extremely difficult to transport via air cargo due to its pressurized hazardous nature. </p>
<p>Maritime emissions monitoring systems must be Type Approved in line with the requirements of the NOx Technical Code (2008); part of these requirements is ‘Calibration’ to ensure the sensors/analysers used measure the gaseous components accurately. </p>
<p>Typically, marine EMS systems are required to have an annual full calibration check conducted by the manufacturers certified representative, and during normal operation, the system is required to be ‘Zero’ and ‘Span’ checked as required by the NOx Technical Code.</p>
<p>WR has received many customer enquiries regarding calibration gas, primarily based around the requirement of purchasing directly from the EMS system’s manufacturer.  Some EMS system manufacturers require the use of direct purchase and a bar code is assigned to ensure traceability. These systems can only calibrate with gas purchased directly from the EMS manufacturer and not from a local source due to the unique bar code needing to be entered into the systems software. Our customers tell us that the gas is significantly more expensive than gas sourced from a standard dealer, only comes in disposable 55 litre containers thus does not last for many Zero/Span checks, has a shorter ‘shelf life’ than other suppliers of exactly the same gas, and has to be shipped from the manufacturers facility with inordinately high air-freight charges.</p>
<p>To clarify the requirements, the NOx Technical Code states the following;</p>
<p>3.1 Pure and calibration gases, as required, shall comply with 2.1 and 2.2 of appendix 4 of this Code. Declared concentrations shall be traceable to national and/or international standards. </p>
<p>Therefore, provided the gas used on board meets the specification required by the manufacturer, and a traceable Certificate declaring the accuracy and concentrations is provided, the gas can be sourced from any reputable source.</p>
<p>WR designed Emsys using a ‘calibration free’ multi-channel QCL Laser Sensor. The benefit of this technology is that the sensor does not need regular Zero and Span corrections as required by typical non-dispersive infrared (NDIR) analysers or chemiluminescent (CLD) types. In addition, to mitigate the issues raised by our customers, WR designed the following features into its Emsys System;<br />
•	Mixed gas bottles (up to 4 different gases in one bottle)<br />
•	800 litre refillable bottles – for longer life<br />
•	Long shelf life (up to 2 years)<br />
•	No bar code, gas can be sourced from any reputable supplier to the specification supplied with the Emsys system<br />
•	Remote calibration, automated system means operators do not need to go to the system to carry out Zero and Span checks</p>

				<content:encoded><![CDATA[<p>WR Systems (WR) has announced further contract success for its Emsys Emissions Monitoring System. During December, the company received new construction contract awards for multiple shipsets from shipyards in China and Korea. In addition, the company announced that it received contracts for retrofit applications for a further two suppliers of Exhaust Gas Cleaning Systems (Scrubbers).</p>
<p>The latest contract values exceed $1M and probably raise WR to the position of leading supplier of maritime Emission Monitoring Systems (EMS). The Emsys system was introduced in September 2010 as a 2nd Generation EMS technology featuring laser based multi-gas sensor and an integral Particulate Matter (PM) sensor. WR also recently announced the award of a patent on its PM sensor which allows measurement of soot and particulates ‘outside of the exhaust stack’, a world’s first.</p>
<p>WR’s President, Dave Edwards commented, ‘We developed Emsys for two reasons, firstly to demonstrate to the industry our capability to design a robust high-tech sensor which overcomes the traditional reliability and maintenance issues with first generation EMS systems, and in addition, we were determined to earn a solid reputation for equipment performance and dependable, affordable service.’</p>
<p>Edwards continued, ‘We are now working with the world’s largest shipbuilders in Korea, China and Japan, in addition to oil majors, drilling contractors, cruise ship operators, containership operators, LNG operators and scrubber manufacturers amongst others. Our commercial maritime team has grown extensively since Emsys was launched, culminating in the recent opening of our Commercial Maritime Technology Centre in Jacksonville, Florida, which specialises in manufacturing full navigation bridge suites and service/support of marine electronics worldwide. Our success in supporting suppliers of scrubber systems has meant we are becoming the de-facto standard for these applications.’</p>
<p>In addition to its Commercial Maritime activities, WR has a US based multi-centred operation, employing over 350 technical and logistical staff to support various US Navy and Federal Government programs.</p>

				<content:encoded><![CDATA[<p>It&#8217;s that time of the year again where the competition for &#8216;Top of the Pops&#8217; on Christmas Day becomes fierce.</p>
<p>WR believes that Emsys has taken the top spot in 2012 for sales of &#8216;marine emissions monitoring systems&#8217; worldwide.</p>
<p>Having introduced the Emsys system in September 2010, a flurry of contract activity over the past 5 months has filled WR&#8217;s order book to bursting point! The split of the order book from newbuild to retrofit probably accurately represents the industry&#8217;s needs in these challenging times.</p>
<p>Emsys has now been selected for compliance monitoring on many different types of Exhaust Gas Scrubbing Systems. Our proven success in this arduous application has made Emsys the &#8216;De facto&#8217; standard for many scrubber manufacturing companies.</p>
<p>Emsys has also seen significant success in the cruise ship sector. The need for operators to lower operating and fuel costs and to protect their valuable assets has driven the major players to investigate new technologies. Emsys&#8217; technological innovations provide compliance verification, reassurance for ship owners and peace of mind.</p>
<p>Activity in the newbuild markets has also been brisk, Emsys has secured contracts (multiple shipsets) from China, Japan and Korea. The markets in these regions are traditionally conservative, therefore the breakthroughs made in each of these strategic regions were as a result of pressure from owners to select Emsys based on performance, reliability and through-life operating costs. Until recently, this market was dominated by first generation analyser based systems, but shipowner feedback regarding high operating costs and poor reliability has influenced the shipyards to investigate new technologies. Our success has been based on shipowner support, WR prides itself on being an &#8216;engineering services&#8217; company. Whether supplying products or supporting marine electronics equipment in the field, our entire team prides itself on breaking down the customer/vendor barrier to develop a partner style relationship for the long-term.</p>
<p>Our last area of success has been offshore oil, gas and energy, Emsys has been deployed in this sector since its introduction. The technology is ideal for multi-use applications, especially where the crossover between IMO and land-based compliance requirements becomes a grey area. Significant development in software by WR&#8217;s CMMI Level 3-rated software team allows users to retain their IMO EIAPP certification, while also meeting the challenging requirements of Air Permits. Increasingly tighter regulations for these type of operations should ensure Emsys remains the EMS of choice in the offshore energy sector.</p>
<p>So, to finish where I started, is Emsys &#8216;Top of the Pops&#8217; in 2012? I would like to think so, but even if we aren&#8217;t, our customers are happy and growing in number, our team is energised are raring to go in 2013 and the commercial shipping industry now seems to understand what makes WR different from the &#8216;usual suspects&#8217;.</p>

				<content:encoded><![CDATA[<p>WR Systems was recently named as one of the 2013 Best Places to Work in Virginia. The annual list of “Best Places to Work” was created by Virginia Business and Best Companies Group.</p>
<p>This survey and award program was designed to identify, recognize, and honor the best places of employment in Virginia, benefiting the state&#8217;s economy, its work force, and businesses. The Best Places to Work in Virginia list is made up of a total of 80 companies, split into three groups: 39 small employers (fewer than 100 employees), 15 mid-sized employers (100-250 employees), and 26 large-sized employers (more than 250 employees). WR qualified as a large company, with more than 300 employees in its Virginia locations.</p>
<p>Organizations from across the state entered the two-part survey process to determine the Best Places to Work in Virginia. The first part consisted of evaluating each nominated company&#8217;s workplace policies, practices, philosophy, systems, and demographics. The second part consisted of an employee survey to measure the employee experience. The combined scores determined the top organizations and the final ranking. Best Companies Group managed the overall registration, survey, and analysis process and determined the final rankings.</p>
<p>The rankings of the 3rd annual Best Places to Work in Virginia will be unveiled and published in the February 2013 issue of Virginia Business. This is the second consecutive year WR will be selected for the list.</p>

				<content:encoded><![CDATA[<p>Are you being told by your Emissions Monitoring System (EMS) supplier that you have to buy additional engine performance sensors with your EMS system?</p>
<p>Well, all may not be what it seems! </p>
<p>It is true that if you need to calculate specific NOx as per the NOx Technical Code, then you do need additional engine performance data and ambient environmental measurements. These performances signals, in most modern vessels, are usually found within your existing Machinery Automation System (MAS) and thus it is unnecessary to buy these additional sensors in most cases.</p>
<p>If you have these signals existing, then you need to check whether they meet the calibration and accuracy requirements of the NOx Technical Code. If they do, then you don&#8217;t need to purchase any additional equipment. This just adds to capital cost and unnecessary maintenance.</p>
<p>WR Systems designed Emsys to interface directly into the ships&#8217; automation system. Owners and ships engineers are reluctant to have &#8216;stand-alone&#8217; system with data that isn&#8217;t recorded directly into the vessels MAS. Emsys interfaces directly to all vessel automation systems over a variety of protocols including the preferred standard of MODBUS RTU. Emsys uses bi-directional communications to read and write signals to and from the MAS.<br />
These signals are utilised within Emsys&#8217;s Type Approved IMO MARPOL and US EPA compliant calculations. The raw data and calculated values are recorded within the &#8216;secure database&#8217; inside the Emsys Data Acquisition Unit (DAU).</p>
<p>It is true some older or less complex vessels may not have the signals within its automation system; in this case, a full suite of Type Approved engine performance sensors are available. Sensors for both 2-Stroke and 4-Stroke engines can be supplied, however, I strongly recommend checking with your local Emsys specialist or the WR Systems&#8217; Technical Department for expert guidance. </p>

				<content:encoded><![CDATA[<p>(Norfolk VA) W R Systems, Ltd. (WR) has been awarded a patent for its ‘Emsys’ Emissions Monitoring Technology. The patent was awarded for the unique ‘Outside the Stack’ Particulate Matter (PM) measurement technology. The Emsys system is designed to measure gaseous emissions such as NOX, SOX and CO2, as well as PM and Opacity. Measurement of the latter is becoming more prevalent, given the increasing focus on human health issues due to poor air quality as a direct result of ship emissions.</p>
<p>The International Maritime Organization (IMO) is currently discussing ‘black carbon’, a component of PM which is believed to be a direct cause of arctic ice shrinkage. It is generally accepted that regulations for PM are just around the corner.</p>
<p>The United States already enforces visible smoke emissions regulations for ships in port and in transit. It also has strict PM regulations for land-based emissions sources which may eventually affect shipping in the absence any IMO mandates.</p>
<p>Simon Brown, Director of International Maritime Business at WR, explains the reasons behind the patent award, ‘When we designed Emsys, our team carried out extensive market research into the emissions monitoring technologies that were deployed in the shipping industry. It soon became abundantly clear there were three significant drawbacks with these systems: First, they were unreliable and expensive to maintain; second, they were complicated and expensive to install; and third, they did not seem to anticipate the next regulatory challenges’.</p>
<p>He continues, ‘To overcome these obvious deficiencies, our team spent three years developing a system which uses combined laser and “outside the stack” PM measurement technology. The laser measures the gas “hot and wet”; therefore, we don’t need to have consumable filters, gas coolers and dryers. In addition, the laser doesn’t drift, meaning you don’t need to spend a fortune on calibration gas to keep the system in compliance. Emsys is designed to sit high up in the funnel space near where the exhausts all come together, this allows one sensor to measure up to 10 engines and boilers, meaning the install costs are significantly lower than the existing technologies. It also became apparent that owners were afraid of deploying emissions monitoring technology which may become obsolete given the inevitable introduction of new environmental regulations; therefore, we developed our PM and Opacity measurement capability in advance of these regulations. The patent has been awarded because our PM Sensor is totally unique. Instead of having a PM sensor in each exhaust, we utilise a single sensor inside Emsys to measure every stack. This eliminates a huge amount of cost, maintenance and complexity. It’s that far ahead of the curve that we decided to patent it!’</p>
<p>Emsys is achieving significant commercial success; recent contract awards include multiple scrubber monitoring applications, offshore drillship air permits and newbuild contracts in the Far East.</p>

				<content:encoded><![CDATA[<p>Greg Black, Director of the Government Business Solutions Division, has been promoted to Senior Vice President of W R Systems, Ltd. (WRSystems). Government Business Solutions provides end-to-end technology solutions, and professional, program, and project management support services for state and local governments.</p>
<p>Mr. Black has over 30 years of experience in federal and private sector weapon system program management. He served in the United States Air Force and after completion of his military duty, entered the Federal Civil Service as an engineer with the Naval Space Command, performing several functions including Program Manager for the Relocatable Over-the-Horizon Radar (ROTHR) program. He joined WRSystems in 1997 and holds a Bachelor of Science degree in Engineering from the University of Pittsburgh.</p>

As a unit of the Aircraft Inertial Alignment System (AIAS), the AN/SRC-40 w/FC 4 interfaces with the Inertial Navigation System (INS). It provides Ultra High Frequency/Frequency Shift Keying (UHF/FSK) transmission of primary (alignment) data to aircraft. The primary transmission provides alignment data to slave align the aircraft&#8217;s INS to the Ring Laser Gyro Navigator (RLGN) INS. The AN/SRC-40 w/FC 4 has the capability to interface with the AN/SSQ-82(V) Multiplex Unit for Transmission Elimination (MUTE) System.</p>
<p>
        The AN/SRC-40 w/ FC 4 has been redesigned to address/correct problems and is a functional replacement for the legacy radio set currently used in the fleet.
        </p>
<p>
        The new design is lightweight, requires approximately one-fifth the power used by the legacy unit, and has a menu-driven display for an enhanced user interface. It also has a battery backup and is self-diagnostic upon power-up. The AN/SRC-40 w/FC 4 uses Direct Digital Synthesis (DDS), the latest technology to achieve a = -65 dbm noise floor/harmonic level. It can be used as a transmitter or remote and is a redundant system to minimize down time.

The DHYSL features analog and digital outputs with input/output expansion capabilities, five operational modes, and high accuracy. It was designed to comply with military environmental specifications and is a government-owned design.</p>
<p>The AN/WSN-9 DHYSL has several operational performance benefits such as the ability to be used in polar and clear water operations and littoral operations, speed through water and speed over ground. The DHYSL system accuracy far surpasses NAVCERT requirements on surface and subsurface platforms, three axial velocities, auto calibration, and reduced calibration times. Scalable sensor architecture is electro-magnetic, Doppler or both, scalable to two electro-magnetic and two Doppler speed sensors within a single system. Configurable sensor architecture features modular sensor front end electronics which allow for interfacing to electro-magnetic rodmeters, fixed probes, shark fin, flush mount, and Doppler sensors. A modular software design allows incorporation of new interfaces.</p>
<p>Other benefits of the DHYSL include commonality across the entire fleet (surface, subsurface, non-combatants, support vessels and proven technology (DEML &#8211; 100 installations).</p>
<p>Significant cost reductions with the DHYSL include: lower system cost, training cost reduction (schools, curriculum), reduction in supply costs, fleet support cost reduction, reduction in calibration times leading to a reduction in fuel costs, required man hours, and impact to fleet schedules.</p>

<p>SPAWARSYSCEN Charleston has developed unique Government Off-the-Shelf (GOTS) software tools which support a variety of interagency Geospatial Information and Services (GI&amp;S) requirements. Layered data displays have been demonstrated to be scaleable across a variety of computing platforms, thin clients, and laptops, operating in Windows 2000 and Windows XP. Rapid redraw functionality supports continuous<br />
display updates including geographic position in north-up, intended route-up, actual heading-up orientation, charted objects, navigational aids, and navigation hazards.</p>
<p>An advantage to COGENT is the Open Architecture computing design utilizes non-proprietary software, under government configuration management. Application Interfaces allow data overlay and system control by other user systems to be integrated for a variety of applications. The product design complies with Navy IT-21 and NMCI application environments.</p>
<p>COGENT can be utilized in special operations, port security, force protection, unmanned combat and control, and small craft missions.</p>

It has a Government Off-the-Shelf (GOTS) charting engine that is used to guide travel routes. The system&#8217;s software reads various chart types, including Digital Nautical Charts, Raster Navigational Charts, and S-57 charts. With its Automatic Radar Plotting Aid (ARPA) capability, the ITMS can create tracks of moving objects using radar contacts. It also displays an electronic maneuvering board that calculates its own craft&#8217;s closest points of approach and courses to intercept. The ITMS also contains integrated radar. No special hardware is required to translate the radar data into digital form for the display unit. Any computer that is connected to the ITMS Local Area Network can display the ITMS&#8217; radar images. This feature allows several users, in different locations across the craft, to view and control the radar simultaneously.</p>
<p>The system captures video from multiple sources, including infrared cameras. It translates up to four live or recorded analog video signals into digital data. The ITMS transmits the data via Ethernet or other means, and displays the video data on several of its display screens. This video transmission allows ITMS users to identify contacts that may be in the vicinity or to record video for intelligence gathering.</p>
<p>The ITMS uses an Automatic Identification System (AIS) to obtain static and dynamic data information. Static information might include a ship&#8217;s name, its type or its nationality; while dynamic information might include the ship&#8217;s next port of call, its latitude and longitude, or its course speed.</p>
<p>The ITMS is built to operate in challenging environments and has a built-in isolation feature. It functions at temperatures as low as 20 degrees C (-4 degrees F) and as high as 55 degrees C (131 degrees F). ITMS components are waterproof and IP67 compliant. They can withstand Sea State 5 and up to 30 G of shock. On ITMS&#8217; 15-inch display units, 22 backlit and programmable bezel buttons eliminate the user&#8217;s dependence on mice and keyboards, which would be difficult to use in rough seas or turbulent winds. Electromagnetic Interference (EMI) shielding on the display units prevent disruptions to circuit performance. The transflective liquid crystal display reduces the need for manual light adjustment on the screen and makes the screen readable in bright sunlight. Large text display, and day and night vision configurations make it possible for users to view information in virtually all types of environmental conditions. The built-in isolation feature determines the causes of problems within the system. This fault isolation feature helps users to isolate components, devices and/or software that are causing problems. To protect information and ensure full functionality, ITMS data and files are synchronized and backed up.</p>
<p>The system is adaptable allowing it to work smoothly with existing structures and systems. It is designed to operate in small spaces, where other rugged, durable, electronic equipment is required. The ITMS works with Windows XP, Vista, Vista x64, and Linux operating systems, among others. To accommodate technological improvements in processors, chip sets and memory, the ITMS supports different processor cores from Computer-on-Module (COM) Express manufacturers.</p>
<p>While the ITMS software is designed primarily for small boats or shipboard applications, the ITMS hardware can be applied in a variety of settings, including land vehicles, mobile command posts, and police and homeland security checkpoints. The ITMS hardware can also be carried as part of standard infantry gear.</p>

It is designed to test and monitor alignment and waypoint data. This system provides a GOOD/BAD indication of data adequacy and displays real-time navigation data. The TS-3543 A/U HHDDTS evaluates Aircraft Inertial Alignment System (AIAS) hardwired cable input data from Alignment Outlet Boxes (AOBs). It is battery-powered by a rechargeable +6 Volts Direct Current (VDC) internal battery and has a 4-row, 20-character display, and 16-key keypad to provide the display and operate the controls. Display is menu-drive to provide enhanced user interface. The TS-3543 A/U HHDDTS can receive transmitted Ultra High Frequency/Frequency Shift Keying (UHF/FSK) Radio Frequency (RF) data from the AN/SRC-40 w/FC 4 Radio Set, Digital Data Transmitter Terminal (DDTT), by means of a built-in receiver, or hard-wired Serial Alignment data from an Alignment Outlet Box (AOB) via a cable connector.</p>

The DDRT is also used to plot contact relative to OSP. The MK 6 Mod 5 DDRT is a micro-processor-based system that utilizes a standard electronic module architecture. The MK 6 Mod 5 DDRT improves reliability, simplifies maintenance and overcomes equipment obsolescence. It provides a resolution of 1/525 inch and 1/180 inch on lead and cross screws, respectively. The MK 6 Mod 5A/B DDRT eliminates the Dead Reckoning Analyzer, Dead Reckoning Analyzer Indicator and DC power requirements. The MK 6 Mod 5 DDRT utilizes a digital interface for MIL-STD-1397 Type A NTDS Interface.</p>

The evaluation provides indications of potential problems with quality, schedule, or cost; recommendations to address specific problems; and root cause analysis for issues. <p>WRSystems has developed significant breadth and depth in the Program Management discipline. Our program expertise covers both Federal and Non-Federal business lines. Many of our program and project managers are actively pursuing PMP certification by PMI and quite a few of our assigned Program and Project Managers work on site with their Customers. Our company has a low turnover rate and we execute programs with low contract churn.</p>
<p>We work with our clients to develop a clear understanding of their requirements and desired outcomes, and develop measurable courses of actions to meet those requirements. Our Program and Project Managers carefully monitor financial responsibility for the customer and WRSystems, resulting in continued project and program success. <p>We strongly believe the success of program management and support activities is based on effective communications and clear understanding of the requirements. We develop committed and continuous communications channels with all stakeholders in the planning of requirements for budgeting and execution of responsibilities. Through feedback from discussions and defined interim checks, we ensure requirements are understood and received correctly, plans are based on intent of the requirements, and productions and deliverables are the result of this clear communication. 				<content:encoded><![CDATA[<p>The seasoned technicians in our Module, Test and Repair (MTR) Lab can provide this expertise along with performance testing on finalized units and quality assurance checkouts.</p>
<p>Our modern, well-equipped laboratory incorporates an extensive range of test and repair equipment including Surface Mount Device (SMD) solder stations, Huntron Protrack I, Cirrus cable testers, and Pinpoint II.</p>
<p>On-site technicians have removal and replacement expertise from traditional Through the Board to Small Outline Integrated Circuit (SOIC), Small Outline Transistor (SOT), and Surface Mount Devices (SMD) with package sizes as small as 0201.</p>
<p>We also offer reengineering of circuit cards for those customers who need schematics of obsolete or legacy CCAs that cannot be obtained from the original equipment manufacturer.</p>
<p>All work is tracked, recorded and managed using internal databases where we can assess trend information to mitigate repeat failures and to improve reliability.</p>

Seasoned laboratory technicians test, repair, and verify systems, equipment operation, and readiness prior to installation onboard military and commercial ships. LBTF technicians provide repair and fabrication of various interconnecting cables and contribute to the design and fabrication of troubleshooting equipment. Our capabilities also include system upgrades, modeling of anomalies and errors, data collection of system diagnostics, and troubleshooting procedure development.</p>
<p>On-site logistics personnel provide precise accountability of equipment and material entering and exiting the site and technical assistance is always available via our 24/7 hotline 365 day a year for ship and shore sites worldwide.</p>

				<content:encoded><![CDATA[<p>WRSystems has provided ILS support for mission-critical systems for the U.S. Navy for over 14 years. Because we support the fleet every day, our ILS approach is based on improvement, performance, and sustainability. Our overarching goal from the planning stage through the complete life cycle of the equipment/system (cradle to grave) is to provide sensible solutions which minimize Total Ownership Cost (TOC) or Life Cycle Cost (LCC).</p>
<p>Our ILS approach begins with our research, analysis, and cost effective, low risk, long term support plans and continues through specification, design, development, parts provisioning, acquisition, testing, fielding, and initial support of the systems. Additionally, we have specialty service centers which develop and maintain technical manuals, Interactive Electronic Technical Manuals (IETMs), and other data and engineering drawing packages. We are known for our support to the US Navy for our Master Training Specialist expertise and Interactive Courseware (ICW) development. (Please reference our Technical Documentation and Training Department for more in-depth information on our support capabilities in these areas.)</p>
<p>Our ILS support experience includes strategic supply chain planning, forecasting, replenishment and obsolescence solutions. We provide procurement, inventory management, barcoding, shipping/receiving, Item Unique Identification (IUID) labeling, Mil-Std packaging and handling including Hazardous Material (HAZMAT) and Electrostatic Sensitive Devices (ESDS). Additionally, we maintain our government property inventories in the government’s own property databases for commands such as NAVSEA and SPAWAR.</p>
<p>WRSystem maintains a Defense Contract Material Administration Office (DCMAO) approved government property management system providing warehousing and inventory control of property valued at over $200 million dollars. Our success in this area is demonstrated by our continuous history of successful annual DCMAO audits. We are approved as a Naval Supply stock point and Contractor Availability (CAV) reporting agent.</p>
<p>WRSystems ,maintains a proven track record in performance based intermediate maintenance programs with demonstrated savings and/or cost avoidance to the government of over $42 million over the past 14 years. These savings were realized by correcting design issues to improve sustainability, providing an alternative to expensive Original Equipment Manufacturer (OEM) replacements, followed by solution implementation through supply and depot support functions.</p>
<p>We believe that the key to successful, high quality, low cost ILS support is found in the ability to coordinate a team of experts working together for the required planning, engineering, technical and depot support, documentation, training, and supply and logistics support. The optimal delivery may be something as simple as a checklist or as detailed as a web-based training package.</p>
<p>Our instructional systems designers design and implement curricula using industry-best and military standards as applicable. Our instructors deliver classroom and on-the-job training at our facilities or the customer site. Customer feedback shows that we exceed expectations in keeping the students’ attention and the students’ retention of the information.</p>
<p>Our field representatives and instructors conduct training in conjunction with installations, testing, maintenance, and certifications of electronic systems. Frequently this effort has entailed supporting worldwide requirements on short notice.</p>
<p>We develop just-in-time training tools, such as web-based procedural checklists that use flowcharting and graphics to guide the student, operator, or maintainer through a process, providing targeted guidance for chronic problems.</p>

Many members of our team have been involved with this program since its inception and, additionally, many internationally recognized OTHR experts have joined us to continue to support the Navy’s OTHR Program Office with their mission-critical programmatic and engineering requirements.</p>
<p>Our Program Managers provide Programmatic and Logistics Support, including administrative assistance, security, O&amp;M costing, inventory analysis, and International Traffic in Arms Regulations (ITAR) expertise.</p>
<p>The OTHR Systems Analysts offer testing and evaluation and troubleshooting and repair, including diagnostics, operational evaluation, technical performance assessments and technical refreshment analysis, environmental limitations, IV&amp;V, and design requirements analysis.</p>
<p>Engineers provide system design, requirements analysis, and component evaluations and configurations, using hardware and software.</p>
<p>Working with the Navy’s OTHR Program Office, our Program Managers, Systems Analysts, and Engineers contribute to the research and development process, looking for next generation OTHR concepts and ways to increase the accuracy, tracking, and coordinate registration multi-mode linking, as well as, signal processing, noise, interference, and clutter reduction.</p>

We are extremely knowledgeable of all functions of navigation, especially electronic charting, mature gyrocompasses and inertial navigation systems, as well as emerging systems and equipment that make-up the Navy&#8217;s and commercial navigation suite of the future.</p>
<p><img src="http://www.wrsystems.com/wp-content/uploads/2012/09/electronic_charting.jpg"  width="250" height="250" align="right" /> In addition to our experiences with 2D electronic charting, we have also developed a 3D electronic charting engine that is able to seamlessly display both terrain and bathymetric data. Our staff is widely acknowledged for their technical expertise and ability to design and implement effective interfaces to navigation systems.</p>
<p>WRSystems is a member of a team that designs and develops electronic charting products for the U.S. Navy. During the initial phase of developing a 3D rendering engine, we assessed Digital Nautical Chart (DNC) data tools for conversion and portrayal in portable 3D environments. Existing 2D nautical navigation tools such as EAI World Toolkit and MetaVR Virtual Reality Scene Generator (VRSG) were assessed and selectively used for rapid prototyping. The conversion of integrated 2D/3D representation of critical digital nautical data was explored, including ocean bottom depth as well as navigational aids such as the horizon, buoys, and lighthouses. The project made use of advanced 3D rendering tools to allow a linked, real-time 3D portrayal of realistic nautical environments and navigational aids using sensory cues such as shape, color, shading, texture, transparency, and animation. Portrayal of navigational information included ship physical representation, orientation, and route. The 3D environment has the ability for interactive changing of user viewpoint and orientation.</p>
